About the client
As a municipality, its job is to maintain public areas, such as the upkeep of green spaces, cleaning up litter, cleaning roads and keeping playground equipment safe. The Municipality of Tilburg carries out area management in collaboration with 3 COG partners: GroenXtra, Dobro and Vebego Groen.
About the project
Circularity, an issue that is becoming increasingly important, entails the reuse of raw materials and the minimizing of waste. This helps reduce pressure on natural resources and contributes to a sustainable and future-proof economy and society. The Municipality of Tilburg, GroenXtra, Dobro and Vebego Groen asked 2BHonest for support in creating a Public Area Circularity Index featuring three pillars: ‘Circular Procurement’, ‘Circular Management’ and ‘Circular Processing’. They also wanted to establish a baseline situation for circular processing and draw up an action plan to raise the score for circular processing.
Activities
To support the Municipality of Tilburg and GOC partners in this, we took the following steps. We identified subcategories for the three pillars and drew up circular definitions for each subcategory. We then developed a measurement methodology to determine the circularity score for each pillar. We established a baseline situation for circular processing and created an action plan to improve the circular processing score.

Results
Thanks to these efforts, the Municipality of Tilburg now has a clearly-defined Circularity Index for public areas. The identified baseline situation and the action plan provide guidance for the further improvement of circular processing, enabling the municipality to intensify its contribution to a sustainable and circular economy.
